A Slave Driver.
The Soldiers are the enforcers of the Irken Empire. They also work on various planets conquered by the Irkens, ensuring that the enslaved species, once native to the planet, do as they are told. If one of the slaves resists, the Soldiers use their shock spears to electrocute them into submission, such as shown with Smikka Smikka Smoodoo on the Conveyor Belt Planet in "Megadoomer".
Soldiers have also been seen dealing with Irken criminals as well. For example, a pair of Soldiers were seen escorting Zim to his new job at Shloogorgh's Flavor Monster in "The Frycook What Came from All That Space".
The soldiers are noticeably taller than the Invaders, despite the fact that they presumably hold a less prestigious position. The reasoning behind this could be that since they're already heavily armored, their height simply adds to the intimidation factor as they keep the enslaved aliens in check.
